Biography/Background

Leona Lewis, P.E., joined CED after 9 years in Civil Engineering. After graduating in 2013 with a Bachelor’s in Civil Engineering, she joined the Florida Department of Environmental Protection (FDEP) as an Engineering Specialist, serving as the Stormwater Management Subject Matter Expert for the Northwest District.

In this role she reviewed site development plans and stormwater management system design, as well as dredge and fill plans for residential developments, docks, shoreline stabilization (sea walls, rip- rap, living shorelines). She also ensured compliance with the Clean Water Act and Ch. 62-330, F.A.C., and State of Florida Sovereign Submerged Lands (SSL) requirements. Ms. Lewis issued permits, investigated complaints and permit violations, and inspected construction sites for compliance with Environmental Resource Permitting (ERP) and National Pollutant Discharge Elimination System (NPDES) permit requirements.

In 2017 she joined a large, private architectural and engineering firm. As a Project Engineer she managed several Civil and Aviation projects, provided construction administration services to clients, and produced project plans, specifications, and cost estimates. Her design focus included Civil-Site (grading, drainage modeling, pavement, utilities, permitting) and Aviation (airfield pavement design/rehabilitation, jet blast analysis, apron/ramp services design, design/build management for hangars, airport master planning, federal and state funding).

Ms. Lewis’s design and construction administration experience, paired with her regulatory background, enables her to provide sound engineering principles and creative insight. She develops investigative reports that shed light on the causes and effects encountered in the world of forensic engineering.
