Biography/Background

James Schofield, P.E. is a Senior Civil Engineer with over 30 years of experience in construction and facilities operations and maintenance with a broad base of experience in multi-disciplinary challenges on the interface between construction and operations and maintenance (O&M).
Prior to joining CED, Mr. Schofield led critical infrastructure and base operating support teams for a contractor on federal bases in the mid-Atlantic and Europe. In that role, he managed teams all aspects of base operations and maintenance including maintenance, repairs, construction and utility operations which included water and wastewater treatment plants and distribution/collection systems. Prior to his commercial endeavors, Jim held several engineering positions in the U.S. Navy Civil Engineer Corps. He has a broad background in construction management and property maintenance. Navy roles included heading the Navy’s housing construction and renovation program in the southwestern U.S on thousands of units of new construction and whole house renovation. Later, as Resident Officer in Charge of Construction at the U.S. Naval Academy in Annapolis, he led an $80M annual construction program for three years and then led the $100 million restoration effort following severe flooding caused by Hurricane Isabel. In his Navy service, Jim also gained a sub-specialty in waterfront and ocean engineering, at times serving as a professional engineer/hard hat diver. Mr. Schofield is experienced with architectural and engineering design principles and practices, drawings, construction means and methods, construction contracts, and project management. In all his roles Mr. Schofield was required to ensure that contractors working under his direction as well as teams that he managed as a contractor complied with OSHA regulations as they pertain to construction and facility operations & maintenance.
Mr. Schofield is experienced with construction litigation procedure, litigation support, and trial testimony. Additionally, Mr. Schofield is a Registered Professional Engineer in Maryland, Virginia and Pennsylvania, and has experience with the building codes and standards from several different states and is a member of the American Society of Civil Engineers.
